If I had 2K to burn and space for it, I'd buy.
It pretty much is a synthesizer but with less control than a CS80/GX1.

If that's the one I'm thinking of, it's been posted on several boards for the last few months. It seems pretty incomplete for $30K but maybe that's where the market is now. I'm guessing that the seller is feeling around for a price since it started higher (I think) and hasn't sold yet.

This seems to be a good deal on a great synth... the seller has relisted several times over the last few months and I think it originally listed at over twice the price (though of course it didn't sell at that price). I'd get it if I didn't already have one.

Those are definitely scams... anytime the listing tells you to contact them at an email address outside of ebay like that it's a hacked account.

You can adjust the quantization per part, I think it goes up to 1/96th and then off IIRC. You can also do swing and I think it's settable in 1% increments.
