That is 1/2 of the "Digital Native Dance" preset from the Roland D-50. Just the "scraping metal" PCM sound without the breathy crescendo and the silly loop. Roland JD-Xi with the updated firmware that includes the Interactive Chord feature is what you want. They are $500 USD new and you can find them used all the time for around $350 USD. The JD-Xi is the centerpiece of my live rig. I program the backing tracks on it and play live parts on other synths....

You might be lucky to find a Korg DW-8000 for under $300, though their prices are rising lately. Pretty much everything 80s is rising. The Roland U-20 is a digital "ROMpler" with lots of decent "bread-and-butter" sounds and has an arpeggiator. Can't really edit the sounds much besides AMP attack and...
