For just barely above the budget you listed, you could get a used--but very capable Novation KS4. It is very hands on--giving you the ability to learn a lot about synthesis. Check out some YouTube vids...

Hybrid 3 is a great place to start... there is a lot of trance stuff to sort past, but a very solid amount of dark 80s and 90s can be found easily (plus, loads of editing options). More than 1000 presets to get you started.
