Based one what you are describing, and what is a somewhat common problem with old CZ's, I would look closer at the relay. You may simply need to replace it. The two PDF docs in this zip file are ancient documents, but should tell you everything you wanted to know about SysEx and MIDI on the Casio CZ line. I do believe the Casiotone 201 predated the VL-1 by a year or so. Afaik it was the first Casio keyboard to hit the market back in 1980. You're very likely correct.
