hi,
If some of the bars don't light up not for the reason of a bad soldering contact, but a bad led display, rarely seen it, the better way is to replace the all Led number displays due to possible very different brightness of segments of the different displays.

Hi,
Some people suggest using a 1N34A as a substitute for the OA95.
A germanium diode 1N34A has lower voltage range - 65 volts, but current parameters are similar for both of them. Your schematic may be used with the 24 to 30 volts maximum, I think.

That's right, I think.
Pin out on the polivoks side are signal to 1 or 3 pins , 2 pin is for signal ground. as seen in
