Huh?

The V-Synth does this easily, just change it from re-trigger to legato, or whatever nomenclature they use on the Osc screen.

I've heard it on some recordings, though I'm not familiar with your particular example. I chalk it up to cut-rate, self taught engineers on the mastering end.

Have you looked at the actual WAV?

The Line 6 Verbzilla pedal can cover a good bit of the special FX ground. Even has a shimmer setting.
