Not sure what synth spa would have done to your voice chips, but if they are still sealed in the resin coating it is a very easy repair if you have desoldering & soldering skills. A simple soldering iron and solder-pump should be enough, and you'll need a small amount of acetone from your local hard...

I had a client with this same problem once, this particular problem turned out to be a broken solder on one of the connectors

The lower split/layer normal transpose key is actually C0 not middle C. The Lower voices can also be detuned. but you could pulling the voice cards and swapping their positions to confirm it is the cards. The OB8 has two voice cards, and one has a terminator on it which tells the synth which card is which. You need to also switch a jumper near the header to test this method, but swapping chips is way more ...
