Quick update, I used SysEx Librarian to send a string straight from my computer to the board, and the JX responded (I assume correctly): the patch number began to flash, which indicates an altered, unsaved patch... So at the very least I know the keyboard is functioning ok and that the $200 purchase...

Are you sure that you've set the JX8P's sysex mode to ON? That would account for being able to send notes to it, but it not recognizing sysex messages. See page 25 in the manual.
