I've seen many synths that have lost all their patch memory do really strange things like you have described until you reload it.

Looking at the service manual, it appears to have two RAM chips in it. A 8k and a 2k chip. I bet the 2k chip is where global settings are probably saved, might not be getting battery voltage to it or it's defective. AFAIK, the Poly 800 was Korg's 1st synth that came with MIDI in it's initial production run.
