Years ago I managed to successfully quieten a late night party in the garden behind mine with a Mono/Poly as a police siren. Worked a treat.

There are Mechanical sirens and there are Electronic sirens. Mechanical sirens pump bursts of air at high speed and pressure through a slotted metal drum rotated by a pulsed motor at up to 9000 RPM's generating a square wave. Traditional Electronic sirens use transistors to generate a sine wave which is projected through an electro-magnetic diaphragm similar to a horn driver. Newer electronic sirens digitize the sound and also play it back through a electro-magnetic driver.
Whether synthesis or sampling is used to generate a siren it will likely sound more authentic played through a loud horn driver.
