Here are some of my favs:

The Dragon Experience(I dont necessarily find Cevin Key or Skinny Puppy as a whole "inspirational")
Download- i know this sounds contradictory
Autechre (everything they have done is awesome)
Esplendor Geometrico's "Moscu esta helado"- I didn't know this group existed but it was on last FM's SPK station, and since then I havent been able to get it out of my head. The bass line in this song is supreme.
The Klinik- most of their music sucks, but for as far as early electronic music goes, there is a few worth the listen
Einsturzende Neubauten- Their early stuff mainly
Necrophilistic Anodyne's "Raping Facts"- A rare cd that has piss poor sound quality, but the group has a few great tracks that are simply put together and I find the style of the cd something I wish someone else would immulate/recreate.

A few non musical inspirational sources:
the ocean
the static channel on my tv (i love that show)
my wife's tits(if you'd seen them you'd be inspired too)
stormy weather, especially hurricanes and tornados
the horizon i guess things in nature in general i guess

I guess there are more things I could list, but these are the things that come to mind immediately.

My influences seem fairly common here on the internet but in my area musically (where everyone is either Phish influenced, or Wilco/Avett Bros influenced), they're decidedly odd-ball. Naturally, I'm also the only person in the area who'll bring a sampler, an effects box and a drum machine and consider it their 'instrument'.

Portishead - really the band responsible for getting me into more synthesized music, as well as my justification for buying racks and racks of equipment.
Massive Attack - their arrangements are spectacular; it's the rhythmic interplay between the melody elements and the drums that really get me with their songs, and something I push myself to emulate.
Boards of Canada - can't believe these guys haven't been mentioned yet. A good role model for showing you don't need a vintage modular synth or a top of the line resampler, and that toys and found sounds can work even more impressively than a brand new fantom workstation. Also their 'completely out of tune' sound is something that I work to emulate.
Mogwai - love love love their soundscapes that they put in their tracks; I'm fairly convinced Barry Burns and John Cummings are geniuses. The up-front melodies and everything are great too but pay attention to what's happening behind the exclamation points and you'll be impressed.
the electro-harmonix 2880/the electribe esx1 - using these changed the way I think about music.
Grant Morrison/the Invisibles - reading this changed the way I think, period.

Current 93, Klaus Schulze, Kitaro, Absolute Body Control, Snowy Red, Coil are the big ones. Psychedelic folk music (Incredible String Band, Comus, you get the picture), krautrock (particularly Berlin School), industrial/early EBM and coldwave in general, old 4AD, black and doom metal....ahhhh I could go forever.

Being actually a guitarplayer my influences are mostly there in 80's metal (these days they call it rock I believe)
I certainly did not get my synth influences from 'Gothic metal'
(though I must nod to Killing Joke's song "love like blood" and Iron Maiden's "Somewhere in Time" and "7th Son" albums)

When it comes to Synths I'd refer to:
Ultravox (Post John Foxx)
OMD (pre split)
Gazebo (Pierluigi Giombini)
Depeche Mode (pre Wilder's departure)
