What is your budget?

You could pick up a Nord Micro Modular for around $300. You'd still have to edit from the computer, but you can use it standalone once your patches are made.

Also, stuff like this should go in the Buyer's Guide section.

The Micro Modular has some cool formant stuff, excellent vocoder, and lots of other great stuff for processing external sounds. And, of course, it's an excellent synth on its own as well. Also, it's very easy to assign CC's to various parameters in the editor, so you can get more hands-on control with any MIDI controller you might have. It's pretty small, so shipping shouldn't be too bad, if you found one for a good price outside of Italy.

There's also this: http://www.ehx.com/products/stereo-talking-machine Haven't used it myself, so I can't vouch for it, but it looks pretty neat.

The V-Synth has great formant filters too, but it's a little out of your price range.

No one cares, no one sympathizes,
so you just stay home and play synthesizers.

If that's what you're after, the Boss VF-1 has that same effect inside (not to mention several others) for a lot less money.

The Kawai K5000 has a 128-band formant filter. There are some good built-in formant curves, but the ability to adjust the amplitude of each band is kind of insane. There's no audio in, however, if that's what you're looking for.
