Joy Division and Hannett Choir Sounds

On Joy Division tracks like "The Eternal" and "Transmission," there is a low droning choir sound that plays throughout the whole track (much more apparent on "The Eternal"). It sort of sounds like a vocoder, but is much less metallic. If anyone knows what sort of techniques (and gear) Martin Hannett used to get these sounds, it would be much appreciated. Keep in mind, that it was 1980 when he produced these tracks. Alternatively, I would welcome suggestions for how to achieve a similar sound.

To get a similar sound you should be able to get pretty close with a Waldorf Streichfett.
