Hi

PC type shouldn't make much of a difference, just make sure you've a decent amount of RAM (I have 8GB which is more than sufficient).

Hardware synths should not be at the top of your shopping list here, I say this because of the genres you wish to work in. Equipment wise, you can think of this as the order of priority:

PC
Headphones / Speakers
Audio Interface
Digital Audio Workstation

Dubstep is commonly made on the software programs FL Studio, Ableton Live, Logic, Cubase or Reason. This is your master program. It is a genre which began in such programs. Have a look at these, maybe download a demo or two to get a feel for them. They are daunting at first, but remember that they are designed to be able to do nearly anything that a musician can think of.

Also, many dubstep producers will use VST instruments separate from their DAW. These have extra features or a particular sound that the DAW doesn't have. Have a look at RP Predator, NI Razor, NI Massive, NI FM8, Sylenth1 for examples.

If you still want to use hardware, consider a good controller for your DAW.

If you have read this and absolutely still want to use a hardware synth, have a listen to these:

Korg Volca Series
Access Virus Series
Waldorf Blofeld
Korg Minilogue
Moog Mother-32

if you're running a Windows 10 PC, 8 gB is not nearly enough especially if you're loading a lot of samples. Windows itself can and will eat most of that, and if you are going something memory-intensive, it is going to be pushing parts of the OS into virtual memory. The only time i would recommend an 8 GB pc is someone that is just doing work processing web browsing and spreadsheets.
