what do you believe is the best sampler available, for hip hop or trip hop production. preferably with a 16 step sequencer. cheers xx

Akai MPC, take anything.
preferably with a 16 step sequencer.
The reason those aren't used is because the grooves in hiphop aren't that locked-on-tight.

An MPC1000 with the JJ OS (alternative operating system which adds a lot of features) will have a sort of stepsequencer, but personally (after owning it for a while) I wasn't really happy with the feel of the pads. They've got to be juicy - MPC2500 or 2000XL (and the 2500 has a JJ OS too).

edit: If software > Guru does what you want, indeed. D'oh - completely forgot the forum title ;).

You can quantize or not, it has a step sequencer (up to 128 steps), and can do all sorts of graph functions for modifying individual steps (including shifting them to be a little/a lot early/late)

It's like a software MPC with an X0X added, plus a whole lot more.

...the mpc line is almost always top choice for most hip hop producers.
I have a 2500 and would feel naked without it. 8)
