Roland JX8P - dead with overvoltage on unloaded power supply

Hi, I have a JX8P and it shows no sound or light when plugged in. I pulled the two output plugs to the power supply to expose the terminals and took voltage readings. Where I should see plus and minus 15V I see plus and minus 23.5V. Where I expect to see 7V unregulated I get 12V. The plus 5V supply is good.

So is this normal for the unloaded power supply? Or do I have a bad M5230L voltage regulator? Any advice will be highly appreciated!
