You need a sampler and some disco records. The first is a vocal sample and the second a slightly warped disco sample. The second sample may have had some sort of synth line in it but I think it's a guitar and strings layered. The clips are really short and I'm not sure what sound your referring to as nothing sounds very synth like.

Maybe I'm missing something. What sound in those clips are you wanting to make?

Are those clips from that new Chromeo song?

I'm not sure which sound you are after, but in the video they used 3 synths: a Nord Lead, a Pro One and a Juno-60 (or 106). When you watch the video, which synth is he playing at the time you hear the sound you're after?

If it is Chromeo, it appears that its not a sample. But I think my mistake is honest as they really do nail that sound.

Start with a sawtooth or pulse wave, then play with the filter cutoff and resonance to get it close. Then play with the filter envelope generator to make it sweep and do that "dreoww" sound.

Experiment, and have fun, and you'll learn how those sounds are made. Analog synths are pretty simple to program, so those sounds are a good way to learn.
