In order to power on an ATX PSU without the MoBo you'll have to patch the green wire with any of the black wires on the MoBo plug.

The OS disk for VFX-SD is for free on the e-mu site:
VFX-SD OS disk
It's a floppy image in EDV format so you'll need Giebler's Ensoniq Disk Extractor (EDE) working in pure DOS to write it on the floppy.
