Yep classic Juno 106 voice chip failure, take it to a tech. Acetone stripping works in up to 80% of cases depending on the voice chip batch and the skills of your tech. You can just replace them all this is the surest method but priciest, you'll still need a tech.

This is completely normal for the Mk I DX7. The hotter the heatsink the more heat is being removed from the voltage regulators attached to it. I've seen this not working properly the regulator overheats, the 5v one for example and the synth stops running

Apparently there were three versions of the mkI mainboard. There's one with no provision for a CR2032 memory battery on the board, one with solder pads and marking on the silkscreen for where the memory battery should go and finally ones with a CR2032 installed which became standard on the mkII. I've done a lot of these, take it to a tech he needs to change the muting transistors which are 2SC2878A type. This affects a lot of Junos as well. If yours has any 2SC2603 or 2SA1115 in the chorus board they're obvious because they're the small ones marked "603" or "115" they should be changed too ...

Check the surrounding circuitry that all is connected where it should be. It's possible the carbon track is just too worn hence you get response only in small amount of travel. I had issues loading patches via sysex to old synths this might help you. Firstly make sure the memory protect is OFF! Secondly the transmission speed on some old keyboards needs to be slowed down.
