Generally, just the defective parts are changed. Seems like the guy didn't test after changing the bridge rect...

You don't have to feel stupid. Sometimes, just changing the fuse once is enough. But if your hear a hum + multiple fuse blow, the power supply is to be verified by a professional. Chances are that the transformer and possibly a power transformer are problematic (to name just those two). Don't ventur...

If you look at the Pulse Osc schem, it's pretty straightforward. Sure, the op-amp IC6 could show some problem (I just remarked that I just mentioned "transistor" without any explicit reference to the actual osc.
