You didn't mention what platform you're on... Prosoniq Orange [here] Ableton Live has a Vocoder built in (to the fully registered version) Both produce nice sounding, obviously vocoded output. If you're looking for just something to type in words and out come speech, the MacOS still has 'say' which is free if you're on a Mac or running MacOS.
