The toms should be the easiest things to fix since they are all just clones of each other so you should be able to switch parts around to track down the issue. My guess is that it is the 4069U (IC17), these are still available just make sure you get the unbuffered type: hence the "U".

there should be no drivers for the 2940 under xp, the only other advice that I can give you would be to check your cables.

for me its T->HD(internal sampler)->a3k->cdrom->comp->T (T=terminator) I would check to see if you can connect the sampler and the comp together only and work your way out from there. If the jazz had its termination on, the comp would not see the sampler what is your chain? a mix of 68 pin and 50 is...

is the sampler terminated correctly? a 2940 should work fine, I use mine with an a3k which is scsi 1 and have no problems
