It is a 12dB resonant filter that does not self oscillate. The stuck note might be simply because he has the VCA turned all the way up. +1 on the timefactor, it sounds great.

I use a Boss RX-100 for spring reverb. They can still be had pretty cheap. If Stab's JC-50 is like the JC-60, it use the same 'Z' tank as the RX-100.

Fulltone tube tape echo sounds great, but is really expensive.
