let me find my JX-10 schematics... there are test proceedures that may work on the JX-8. basicly, the assigner board waits for a 'ready' signal from the voice board... if the synth freezes on the welcome screen, chances are the voice board is not returning this signal. there is a way of powering up ...

Customsynths in the UK is the place to send the panel if you can afford it. they seem to do great work (don't like the all-white versions myself). dout you could use both at the same time. you could either plug and unplug the two boards, or make some kind of a simple MIDI switchbox.
