Try the Juno 60 test procedure here http://www.retrosound.de/junoservice.htm and figure out which voice is causing the trouble.

I'd guess that the IR3R01 envelope generator IC for that voice would be at fault.

Hey, I'm in Singapore and picked up a MiniKorg 700 recently too, and have just finished restoring it! Full recap of electrolytics, 1 burnt resistor replaced and a thorough cleaning, now it works great.
