Beginning of "The Night Chicago Died" -- Patch creation ideas?

I'm working on creating a patch on my synth to simulate the multiple descending siren-type sounds at the beginning of the classic 1970's song "The Night Chicago Died", by Paperlace. If you've never heard the song, it's easily found on YouTube.

I have no problem creating the multiple descending pitches on my synth. I'm just looking for ideas on creating the sound itself. This song came out in 1974, long before any digital synths. Maybe it was done on a Minimoog? Perhaps it's not even a synth at all -- maybe an overdubbed violin ran through a special effect? I don't know. Perhaps a couple of detuned or interval-tuned sawtooth waves? Maybe a sawtooth mixed with something else?
