what do the 2 TAP buttons do onthe mc202? are they like the tb303 TAP write?

no I don't actually, but I do know that every function of every synth (maybe except some oddballs) are explained in it's user manual. a quick google should find you a scan of the manual or something similar.
did you try using the tap-button and see what happens?

yes ive tried using the tap, im sure there are mc202 users who use this forum..

those TAP buttons on the bottom right have 2 functions.
in step-write mode (press the EDIT button), they are for inputting ACCent and PORTAmento (slide).
in real-time mode (SHIFT + NORM button), allows you to TAP in notes in real-time while the metronome sounds.
it also allows you to step through note/pitch data with the TAP key in EDIT modes.
