Try sampling a chord played on an alpha Juno "Hoover" style patch, and then mapping it to a keyboard and playing a simple tune with it. Or first try mapping a chord played on any old patch just to see how it effects the way the notes sound
This looks like a psychotropic reaction. No wonder it's so popular...

yeah try sampling different synth chords and playing them roughly on the keyboard, should get into that territory pretty soon.

Roland JX8P could do this really easily.

Isn't it the "chord memory" function of Alpha Juno/MKS-50 that popularized this sound in the late 80ies? Let's you play one-finger chords. Sampling chords will get you there as well, of course.

That would be one of the most used "stab" samples in the history of house music. I think you can find it in the Emu Orbit soundset, otherwise, find a "classic house stabs" sample library somewhere online and it'll be in there.
My guess it's originally sampled from a record, maybe no synths involved.

Doesn't sound like any orchestra hit to me, sounds like a synth or synths.
