I have my eye on this one,as I am shopping for a MIDI controller.
Has anyone had problems using this with Windows Vista(basic 32)?
If I use this to control a rack synth..how is the keyboard powered(yes,I know that is a dumb question..but i wanna' know)?

You will almost certainly have no more problems with Vista talking to your Q49 than any other midi controller out there.
If you control a rack synth, you will be using a midi cable, not USB, so it will need a seperate power source.
