Best Software to create beats
Can anyone tell me the best program(s) to make beats in.

There is no "best". It's sort of like asking what car is the best to drive.
You omit the genre - programming for hiphop is different from programming for techno. You omit PC or Mac - not all software runs on both platforms. You omit a budget; consider paying for a controller, too.
Last but not least, what works for me may not work you. Start downloading demos of Microtonic, FXpansion Guru, D16 Nepheton and Phoscyon and check Native Instruments Maschine in a nearby store.
Now you know why "best" does not exist and why your question was lacking. Next time you ask for the best, give more and useful information. The best does not exist - because it's different for everyone.
Oh yeah - FL Studio's piano roll and step sequencer aren't half bad either for what it costs. Just get your samples from another library.

an MPC is the best but if you are limiting to software:
I like Reason a lot. The Redrum module is a lot of fun.
Guru is a lot of fun to. The slice thing is sort of half baked but if you aren't chopping up loops it doesn't apply.
Ableton Live is good. The Drumracks are very flexible.
Maschine - can't listen to a pattern and change the drum kit? Wait to see if they make it better in version 2.0

I like cubase quite a lot, but pro tools is just as good. If your on a mac logic is supposed to be good, although Ive never used it. Ableton Live is pretty good as well. Just learn something; choosing one isn't as important as just learning how to create what you want to. If you want to make beats you are going to need lots of drum samples. Search piratebay.org and mininova.org for dum samples and youll find a ton.

Renoise can be pretty quick if you like the tracker-style interface.

but anyway, just download the demo for FL studio 9. it never runs out of time but you just can't save tracks, comes with a lot of really cool VST's inbuilt too.
chances are it's all you need.

yeah just learn anything , to start with it wont make any difference to you really,
once you have a better idea of things you can choose more specifically, all the basics are pretty much transferrable between all DAWs.

Personal I use Ableton live, drumracks and I group my sounds in sub groups in kick, snare, hi-hat and so on. I use gate effects for dynamics and reverb, delay for making stuff wierd, and I would use the Sugarbytes "Effectrix" for the last little bit.
