Juno-60 Calibration issue

Hi guys,

I recently acquired a Juno-60 and when I get it home I decided to run through the calibration procedure to make sure it was running well.

The issue I'm having is when it says "Adjust VR1 for 15v at a" I go to do that and the voltage ranges from 19V to about 21V on my meter when turning the VR1 from one side to the other. Is there any reason I can't get the voltage to go down to 15? I was suspecting a bad resistor but could be wrong. Thanks in advance!
