BOSS RSD 10 Delay help

Hi I've got this Boss RSD 10 recenlty and seems like it has some issues.

first, it seems like have some ground issue. when I move the Fine/Pitch knob I hear some ground noise from Far Left to Center.

second, I hear the feedback which plays forever. (from Effect knob)

here's the sound sample of it. Playback and feedback knob are set to 0 and just turned the effect knob on and tweakt Delay Time and Fine knob.

Does anyone have idea with this?
