I came across some program banks at the bottom of the prophet '08 downloads page on dave smith's website, and I'm wondering...
I'd like to load them, and at least one new bank only has 40 programs - so it would only over-write the first 40 programs already on the P'08, right? Is there a way I can select for them to be loaded over another 40? or is that not possible to pick and choose where you want programs to be loaded thru sysex?

Not through sysex. The sysex file includes data on where the patches go (same place they came from).
Alternative #1 (ugly): dump all the current patches to sysex, load the new bank, and save each patch in that bank as a single patch via sysex. When you reload single patch sysex writes to the currently selected patch.
Alternative #2 (better): buy the SoundTower editor through DSI, it includes a patch librarian.
You get to decide how much your time is worth. For my Evolver, I bought the Editor.

Thank you for the info - thats what I was afraid of, BUT I did not realize that the evolver software was also a library for patches, even though it clearly says librarian. my fault. I'll look into buying that software...I don't really care at all about designing patches on it, BUT saving them in a library sounds quite attractive...I just wish it wasn't 50 bucks!
