New To This...

I'm new to synths and I'm wondering if there's a synthesizer under 300 bucks i could order online?.. And another concern is can i make let's say a song/beat/chorus/ect any sound, the synth records what i play and while it's playing back what i recorded can i play over that... I'm not sure if that's how they work but I enjoy the sounds and their overall style... I need an instrument anyways... thanks!

What you are describing is a "workstation": a keyboard with sound engine (synthesizer, sampler, sample-playback/ROMpler) and sequencer (records and plays back real-time and/or step-time note information).
I doubt there is anything new in the "professional" market, but there are some vintage synthesizers under $300 with built-in (simple) seqencers such as Korg Poly 800 and Roland JX-3P and JX-10 (sometimes you can find them for under $300). The Roland D-20 can be picked up for under $200 these days, but the sounds are pretty thin in my opinion. The Roland W-30 is a 20+ year-old sampling workstation that can be had for around $200 these days. I paid just under 2 grand for mine back in the day and served me well for years. I'm sure there are others that I can't tihnk of at the moment.
The Ensoniq SQ-80 is has a great and unique sound engine and built-in 8 track sequencer but usually sells for around $350+ these days.

An old band made had a yamaha djx that could do the things you are asking for and more. They turn up for cheap on ebay.
