Multiple sends for multiple FX (in a smallish setup)

I think this is different enough from the mixer questions to warrant its own thread.

The question is this:
What is the easiest way to get a lot of FX sends, stereo and mono without a large mixer? I'm leaning increasingly towards a diy splitter box, but is there perhaps a more genteel way to get, say, 4 stereo sends in a small setup?

If you just want to send the same thing to lots of locations then get a patchbay that has a split option (most do) and use that. If you want different mixes to different places then you'll need a mixer with lots of sends.
