The Yamaha CS40M ticks most of the boxes:

Multi-mode (LP,BP,HP) Filter for a wide range of sounds. No Arpeggiator.

Knobs, sliders, and switches for all functions plus patch storage.

44-note keyboard.
Prophet 5 rev.2, Pro-One, Juno 60, Jupiter 6, Matrix 12, OB8, MS20, Poly 800, CS70M, DX-7, CP35, Casio PX-5S, Hammond C3/M102, Vox Continental/Super Continental, Gibson G101, Farfisa Compact, RMI 300A, Pianet N, Combo Pianet, S770, S760, S50, NS3C

Seriously, get an MS-20 mini. Of the new analog monosynths, it stands apart with a distinct sound and huge flexibility at a very reasonable price (599usd). You won't regret it.
Comparison is the thief of joy.

I think the best suggestions so far have to be the little phatty and mopho keyboard, both under $1000, have patch storage and arpeggiators. Ive owned both and think they would both do what you want.
